After the start of the new normalization process, the Science Board held its first meeting. Health Minister Fahrettin Koca used the following statements in a written statement after the meeting:
*We continue our fight against the Covid-19 pandemic with the same determination and effort as on the first day. As of March 1, we have entered a new phase in controlling the pandemic. Based on the principles announced by our President following the Cabinet meeting, provinces will continue to fight with measures that vary in scope, taking into account their own risk levels.

*We find it beneficial to reiterate that the increase in social mobility due to the easing of restrictions in our low-risk provinces does not mean a relaxation of measures, nor should it. We are confident that our citizens do not perceive the controlled steps towards returning to normal life as a concession on precautions. We must continue to comply with the measures and move forward with confidence towards planned and predictable tomorrows.
MUTANT VIRUS STATEMENT
*The virus has not disappeared from our lives. However, the days when it will are near. The increasing prevalence of mutant viruses and the possibility of higher transmissibility are also within the realm of possibility. Nevertheless, the precautions are valid and effective against mutations as well. Our high number of cases continues to pose a threat to our hope of returning to normal life. However, control is in our hands, and we can normalize by adhering to the measures.
MESSAGE FOR THOSE OVER 65 AND UNDER 20
*We will reach the hopeful days we are eagerly waiting for by preventing the spread of the virus within our social mobility. Without compromising against the virus in the streets, public transport, schools, cafes, restaurants, and markets, we will ensure that our children return to school, our shopkeepers open their shutters, and our citizens over 65 and under 20, who have been the most selfless part of this struggle from the beginning, are permanently included in daily life. It should be remembered that every uncontrolled step taken during such a period will take us two steps back.
*Let us not forget that each of our health is entrusted to one another. The risk map of the provinces is of great importance during this period.
*At this stage of our struggle, the color blue represents hope, determination, and our resolve in the fight against the virus. Each of us must not lose sensitivity, even for a moment, to turn red, orange, and yellow into blue and keep it blue.

*We will continue to publish the 7-day incidence rate on a weekly basis by province, and the risk map will be published every 15 days. Our provinces will review their situations in accordance with the risk map and comply with the measures. To allow Provincial Hygiene Boards to review their risk status, take precautions, and share this with the public, data will be shared over the weekend, and measures will be implemented at the beginning of the week at 15-day intervals. The controlled normalization period has officially begun. While enjoying this comfort, let us not neglect precautions.
*The results of the Phase 3 study conducted on over 10,000 people in our country using the inactivated vaccine have been announced. In this study, the effectiveness of the vaccine against PCR-confirmed COVID-19 cases was calculated to be 83.5%. The rate of preventing hospitalization was found to be 100%. I congratulate our scientists for their meticulous and careful work.
*We have started to feel the effects of the vaccine. We are pleased to observe a noticeable effect of the vaccination program on the stable course of our hospital burden and the reduction in the severity of the disease.
*Our vaccination processes continue as planned, based on the recommendations of our Science Board. In parallel with the vaccine procurement process, vaccinations for our citizens will continue in an organized manner. With our vaccine strategy and preferences, we are among the countries that have successfully managed the process at a global level. With the support and interest of our citizens in our fight against the virus, we will collectively maintain this positive trend.
